The glorious Flag of our country
has been fired upon, torn down by traitor hands & trampled upon with
permitted impunity. The Sovereignty of our government has been
insulted - treated with contempt, defied & set aside within
its own rightful limits by traitors or by disappointed demagogues whose motto is to
rule or ruin. Treason & rebellion have raised their
viper’s heads under a strange banners within six of the
southern states of our Union.* The time has come to test
the strength of our government: to determine whether it is a
roap of sand that will tumble into discordant fragm=
ents before the first breath of organized treason & like Mexico &
central & south America become the scorn & contempt
of the great nations of the World Earth, or whether it is to continue
to be that government whose gigantic progress is the wonder
of the World & has no parallel in history & whose example
is melting the thrones & despotisms of Europe & Asia.
Within the next thirty days the imbecile administration
whose pusillanimous conduct has given strength and
confidence to this impious treason will have expired & a new
administration, pledged that the union must & shall
be preserved will have commenced. The new administration
will doubtless require thousands of volunteers to assist
in crushing out this rebellion & restoring the displaced
sovereignty of the government. Volunteers in the Union
States should therefore be every where organized & ready at
a moments warning. It is desired to organize a
Company of said volunteers in Rensselaer. All those who
