Mr. Armstrong offered the following preamble
and joint resolutions, with underline the rules, lie over:
Whereas the state of Virginia, by a majority
of more than Ninety thousand of the legal voters
thereof, determined that the welfare and happi-
ness of her people required the withdrawal of said
state from the Union of States known as the United
States of America and the formation of another union
with other states known as the Confederate States
of America: and whereas the remaining states of
the said United States because of this necessary
and rightful actions, and for the purpose of sub-
jugating the free people of Virginia to their unjust
dominion, have waged against them a cruel and
merciless war, in the prosecution of which they have
devastated our territory, ravaged our coasts, burned
the dwellings, destroyed the property, carried away
the slaves of our citizens, maltreated and insulted
our females, in some instances murdered, and in
many arrested and imprisoned in loathsome and
unhealthy dungeons, aged and peaceable citizens,
now combatants, and have recently called upon
our slaves to rise in insurrection against us; and
