by Maj. Genl. Milroy in reference to his
late Command at Winchester Va
Head Quarters Middle Department
8th Army Corps
Baltimore July 8th 1863
Respectfully forwarded to the General
in chief.
In obedience to instructions from
The War Department. When Maj. Genl. Milroy
was relieved at Bloody Run and sent by
Maj. Genl. Couch to report here on the 27th
of June ult. I placed him in arrest.
Eight days having elapsed without
charges being sent to be served on him
his arrest expired by limitation of law
on the 5th inst. since which he has
made this report
He was deprived of all command
at Harpers Ferry immediately in pursu-
ance of the order of the Genl in Chief
on the 15th of June ult.
