Maj. Genl. Milroy to
Senor Don Matias Romero
Mexican Minister
Washington

March 31st 1865
Senor:
Pardon me, an entire stranger, in
addressing you. My excuse is
the deep interest I feel, with almost
the entire people of the United States,
in the salvation of our Sister Republic,
Mexico, now struggling against the
efforts of a foreign invader to place
the shackles of despotism on her.
The triumph of Freedom, and
the fast approaching peace in the
United States, will soon disband our
vast armies, and your brave patriotic
President, Juarez, can then have
all the help he wants in driving
out the invaders of Mexico.
I desire to assist in that glorious
work. Can I have the honor
of corresponding privately and freely with
you on this subject?
I am 48 years of age, and though
a soldier by education, I have been
a citizen up to the beginning of the
present war, save a campaign
in the war, which unfortunately oc-
curred, between Mexico and the United
States. I am personally
known to President Lincoln, the Secy
of War and the Treasury, and Commissioner
of Patents, and to the Asst. Sec’y of the
Interior & to the Hon. Fred P. Stanton__
but would refer you more particularly
