To the Honorable Edwin M. Stanton
Secretary of war,
Sir:
By special order
no 346. The court of Inquiry therein
mentioned is directed 1st to investigate
the facts and circumstance connected with
the recent evacuation of Winchester by the
command of Major General R.H. Milroy
U.S. Vols & 2nd .
to report whether
the orders of the General in chief in regard
to the evacuation of Winchester were
complied with & 3rd if not, by whom
they were disobeyed. And 4th to report
whether the retreat of the command
was properly conducted. And 5th
and the public property suitable cared
for. And 6th if not what officer or
officers were in fault.
Your will observe that the Court of
Inquiry are not directed to give their
opinion of the facts and circumstances
connected with the evacuation of Winchester
by the command of Major General R.H. Milroy
U.S. Vols.’ An omission by which I apprehend
I may be injured. I therefore Respectfully ask
you to amend the order as to direct the
court to report their opinion upon all the
matters that they investigate.
I further ask that the court be required
to investigate and respond whether the enemy
were not delayed in their raid into Maryland
