Comd, of the Department of
W. Va. destroys almost the
last glimmer of hope that I
had of getting Comd. I did
have a very strong hope that
the wishes of the wishes of the
Legislature of W. Va. & of the
loyal Citizens & Soldiers
expressed by joint resolutions
petitions &c, would prevail
to get me the comd. of that
Department where I know the
Country, the people & the soldiers
so well, But the German
