Dear General,
I have the
honor to acknowledge the receipt of your
letter to the President, through Hon. Samuel Young,
for which please accept my thanks.
I watched and waited anxiously for
the decision of the court of commission appoin-
ted to investigate the facts connected with the
evacuation of Winchester, and am now greatly
relieved to know that no blame can attach to
you. Just after the evacuation of Winchester
a few here were disposed to censure you, but
I am happy to inform you that the few were
those whose loyalty is exceeding doubtful, but now
there is but one feeling among West Virginians,
and none they would more delight to honor than
Maj. Gen. Milroy. I have had several letters from
your old command and they are very anxious
that you should be assigned to command them
