Sir,
I expect you
to obtain a word of advance and infor-
mation. You will excuse infor-
malities, and receive and answer
as a friend.
On the 8th day of this month by an
order of Col. R. S. Rogers, Comdg. U.S. forces
Martinsburg VA, I was put under
arrest, under following circumstances:
July 25, 1683, I was appointed Provost
Marshall at Williamsport, Md. and
about the 8th or 12th of August 1863
received through Brig. Gen. Smith Comdg.
U.S. forces at Hagerstown Md. Maj. Gen.
Schenck’s order No. 6 also a circu-
lar addressed to the Military stationed
along the Bult. & O. R. R. & Potomac River
by reference to you will perceive my
duties and authority under which
I acted. Further, in the absence of
orders from Brig. Gen. Kelley now and
at that time comding. this port of
the department formerly comd. by
