Governor,
I have the honor to acknowledge
the receipt of a communication by your
order from Capt. E. Richards A.A.S.
relative to the forces at Shelbyville
organizing under the command of Capt.
Worther and seeming rather to object
to (stricken - these forces being under my) my order
to Capt. Worther to report to me for duty.
I rec’d an order from Maj. General Rousseau
some weeks ago directing me to take charge
of the forces at Shelbyville (stricken -among others)
as part of my command for the defense of
the N.&C. R.R. at that time a portion
of the 2nd Ky. Cav. was stationed there &
as Shelbyville is near this place & in the
vicinity of the R. R. it seems evidently?
proper that the forces then should be
subject to duty in this Comd. & to the control
of the a superior officer for the purposes
of discipline reports ect. I can assure your
Excellency that I have never had any intention
