Resolved That the committee on
military affairs be instructed to engage
in into the expediency of so amen-
ding the “Articles of War” as to
prohibit to all military comm-
anders below the President of the
United States, the power of relieving
any General Officer from duty.
Except when placed in amist
upon changes filed, or when
wounded, or on surgeons certificate
of disability, or upon limited leave of
absence, or when captured by the
enemy, leaving with the General in
chief & with Department, corps and
division commanders the power to
change the commands of their respective
general officers.
