Volume 11, Issue 8 August 2004 Bicentennial Fountain Gone - New Fountain Courtyard to Be Built The fountain bowl and surrounding brick walls were removed early July 29. Bill Meek, designer; Eric Whiteman, Stelko Electric; Dwayne and Dwight Schaaf, Dwight Schaaf and Son Custom Masonry; Jim Harris, Town Council President; and Jon Russell, Russell Design look over plans for the new fountain courfyard. Local Artist to Perform The Greentown Historical Society will present a " Musical History of Abraham Lincoln" Sunday, Aug. 22, at 2: OO p. m. in the History Center at 103 E. Main Street, Greentown. This musical historical program on the life of Abraham Lincoln is a performance in song with a mountain dulcimer and a bowed harp by Leelia Carolyn Cornell. She is a sixth generation Hoosier and a Lincoln scholar. She has volunteered at the Lincoln Boyhood National Memorial in Lincoln City, IN for many years doing historical interpretations in the Lincoln boyhood cabin. Photos by Rachel Jenkins The July issue of the Grapevine stated that the new fountain project will be paid for from Economic Development Income Tax funds, commonly known as EDIT. We will attempt, to the best of our understanding, to explain more about the tax. More correctly, it is County Economic Development Income Tax. Indiana law allows counties to establish a tax based on income. Howard County's income tax is at the rate of 0.2%. You may see it listed on your wage stub and/ or on your Indiana tax return. This payment goes to the state and is later sent to the county. Howard County then distributes the money to four governmental units, Howard County, Kokomo, Russiaville, and Greentown. The amount distributed to each unit is based on the population of each entity. Greentown's share for 2004 is $ 2 1,442.00, plus a surplus payment of $ 4,32 1.12, Greentown had about $ 6 1,386 in its EDIT account prior to 2004. The fountain project is projected to cost $ 46,304.00. State statute says the tax money is to be used for economic development projects. The Greentown Town Council passed an ordinance specifying that the town's EDIT funds will be used for the Greentown Main Street Association for development or revitalization and updating the zoning ordinance. The Council may enact a new ordinance restating the use of the funds. Howard County has used EDIT funds for E91 1, Howard County Economic Development Corp., Kokomo Main Street Association, Johanning Civic Center, Howard County Museum, and improvements related to the location of the nev Chrysler plant. I EASTERN HOWARD SCHOOL CORPORATION 2004 - 2005 REGISTRATION Thursday, August 5 8: 30 a. m. - 1 1 : 30 a. m. 1 : 00 p. m. - 3: OO p. m. Friday, August 6 8: 30 a. m. - 11: 30 a. m. 1 : 00 p. m. - 3: OO p. m. Monday, August 9 12: OO Noon - 6: OO p. m. New Procedures and Credit Cards at Eastern Jr./ Sr. High School When students and parents go to register at Eastern Jr./ Sr. High School this August, they will find new procedures in place. In the past, studentdparents have paid textbook rental and classroom fees when they registered and received their class assignments. This year, parents will be billed for fees on or about September 1st. This will give the school a chance to take into account any schedule changes that take place after school starts on August 18th. These new procedures should help eliminate much of the paperwork associated with additional billing and providing refunds when class changes are made. Along with new procedures for registration, Eastern Jr./ Sr. High School will pilot a program to allow parents to pay for textbook and classroom fees by using Visa or Mastercard credit cards. Patrons may also pay for athletic tickets using these credit cards. This program is being tried at the high school, and if it appears that there is a good deal of interest, the program will be expanded to the elementary school nest school year.
